What is Project Northern Waters?

Project Northern Waters is a privately led national initiative exploring the creation of Canada's first purpose-built deep-water training, research, and innovation facility. Countries such as Italy, Belgium, Poland, Germany, France, South Korea, and the United Arab Emirates already operate deep pools that support first-responder readiness, underwater robotics, space-analog research, technical training, and controlled aquatic testing. Canada does not currently have this capability. Project Northern Waters is exploring how to bring it home.

The facility would provide a controlled deep-water environment for defence, first-responder, and emergency-readiness training; a national testbed for underwater robotics, autonomous systems, and advanced technologies; a research platform for scientific, environmental, and human-performance studies; and a clean-technology demonstration model integrating sustainable aquatic-systems design. It is a capability currently available only in Europe, Asia, and the Middle East, and not yet established anywhere in Canada or North America.

Why it matters

A purpose-built deep-water facility provides consistent depth, visibility, and environmental stability that natural water systems cannot offer. These conditions support activities across first-responder readiness, research, technology development, space-analog environments, and emerging digital-infrastructure innovation. Canada has strong aquatic environments and technical capability, but lacks a stable, year-round deep-water setting for structured training, research, and sustainable innovation. Project Northern Waters is intended to fill this gap.

A Canadian deep-water facility would:

  • Strengthen first-responder and emergency-response readiness
  • Support scientific, environmental, and space-analog research
  • Provide a controlled testbed for underwater robotics, autonomous systems, and advanced technologies
  • Enable research into AI-driven underwater systems and human-performance studies
  • Support sustainable infrastructure through advanced heat-recovery and thermal-exchange models
  • Create new opportunities for universities, students, and national research programs
  • Reduce reliance on foreign facilities for technical training and specialized research
  • Promote tourism, community use, and long-term economic development

Economic and community benefit

Project Northern Waters is designed to be a stable, year-round employer and a long-term economic anchor for its region. Deep-water research and training facilities around the world consistently generate strong economic benefits for local and regional communities. A Canadian facility would create stable, high-skill employment; a predictable year-round economic engine supporting local hotels, restaurants, trades, and suppliers; a visitor-economy draw for professionals, students, and researchers; and decades of spin-off benefits as the facility supports recurring programs and continuous collaboration with national and international partners.

Our approach

Project Northern Waters is intentionally designed around systems rather than individual courses or certifications. The focus is on how training pathways, operational readiness, and institutional use are supported over time through coherent structure, clear authority, and regionally appropriate governance. A core principle is regional accountability within global systems: international organizations interact most effectively with physical infrastructure when regional authority, responsibility, and oversight are clearly defined.

Project Northern Waters is supported operationally by Tidal Flow Systems Inc., which provides execution capability related to technical distribution, training support, and compliance-focused market engagement. This lets the initiative itself remain focused on infrastructure, governance, and long-term capability.

Project status

Project Northern Waters is in the early feasibility and stakeholder-engagement stage. The initiative is founder-led and currently exploring partnerships with organizations that see value in strengthening Canada's capabilities across first-responder and defence readiness, space and exploration research, underwater robotics and technology development, medical and human-performance studies, environmental and aquatic science, and sustainable infrastructure innovation. This work builds on conversations and early concept development that began in 2019 to address long-standing gaps in Canada's deep-water research and training infrastructure.

A preferred region in Ontario has been identified based on national accessibility, strong research and public-safety networks, and efficient proximity to major centres. A formal facility naming process is anticipated at a later stage to ensure the final identity reflects the long-term vision and purpose of the facility.
