Bringing World-Class Deep-Water Training, Research, and Innovation Home to Canada

A bold initiative to build Canada's first purpose-built deep-water training, research, and innovation facility.

Proposed for Central Ontario, Canada

What is Project Northern Waters

A national deep-water capability Canada does not yet have

Deep pools are not just for divers. They are enabling infrastructure where first responders train safely, researchers push the limits of applied science, and technology developers validate the systems of the future. Countries across Europe, Asia, and the Middle East already operate them. Canada does not. Project Northern Waters is a founder-led initiative working to change that.

1st

Purpose-built deep-water training and innovation facility of its kind in Canada.

365

Days a year of controlled, weather-independent operation, unlike open water.

4

Core mission areas: public safety, applied research, clean-tech, and underwater production.

2019

Year concept development began to address Canada's deep-water infrastructure gap.

The Facility

Engineered as a controlled system, not a conventional pool

A purpose-built deep-water environment offers consistent depth, visibility, and environmental stability that natural water systems cannot provide, all managed as an efficient, sustainable system.

Controlled deep-water environment

Stable depth, clarity, temperature, and flow allow training, testing, and research to be repeated safely and precisely, year round.

Fully instrumented systems

Continuous monitoring of water quality, energy, and treatment performance makes the facility a live platform for validation and applied research.

Clean-technology by design

Advanced filtration, water recovery, and closed-loop heat integration reduce discharge, chemical demand, and emissions from the outset.

Who We Serve

One platform, many missions

Because the environment is controlled and repeatable, a single facility can support a wide range of professional, institutional, and research users.

Public-safety training

A safe, year-round setting for first-responder, emergency-readiness, and defence-related training independent of weather or season.

Applied research

A controlled platform for scientific, environmental, human-performance, and space-analog research under repeatable conditions.

Clean-technology innovation

A demonstration model for advanced water stewardship, energy efficiency, and closed-loop thermal integration at institutional scale.

Underwater production

A stable, controlled environment for underwater robotics, autonomous systems, filming, and technology validation.

Universities & researchers

Academic oversight, student training, and interdisciplinary research programs anchored to a credible national platform.

Industry & manufacturers

A neutral environment to test, calibrate, and demonstrate underwater equipment and sensing systems before field deployment.

Clean-technology integration

Treating water and heat as resources, not costs

Conventional aquatic facilities discharge heated, chemically treated water routinely. Project Northern Waters is designed around efficiency, stability, and recovery, demonstrating scalable clean-technology approaches that can be replicated across hundreds of facilities.

  • Advanced filtration that recovers the majority of filtered water
  • Reduced wastewater discharge and lower chemical demand
  • Closed-loop thermal exchange to reuse waste heat from adjacent infrastructure
  • Continuous monitoring for stability rather than reactive correction
  • Reciprocal partnerships with international research institutions
  • A domestic base for programs that currently travel abroad
  • A convening point for global training events and technical demonstrations
  • Governance clarity and regional accountability within global systems

International collaboration

A Canadian platform, connected to the world

Deep-water facilities in Europe, the Middle East, and Asia already function as national assets. A domestically anchored Canadian facility would retain outbound activity, attract inbound international users, and let Canadian researchers contribute more fully to global aquatic science and technology development.

Project Traction

Where the initiative stands today

Project Northern Waters is in the early feasibility and stakeholder-engagement stage, building on concept development that began in 2019.

Phase I

Discovery

Studying the world's leading deep-water facilities to learn what worked, what challenges they faced, and how to avoid costly mistakes.

Currently active

Phase II

Design

Creating the blueprint for Canada's facility, integrating insights from Phase I into a world-class, future-ready design.

Phase III

Build

Bringing the vision to life in Canada: constructing a facility that serves training, research, innovation, and the community.

Recent progress includes outreach to Ontario academic and clean-technology partners and early-stage engagement with public-sector, institutional, and industry stakeholders.
